DR. ROBERT S. BUWULE

 Dr. Robert Stanlone Buwule
MEMBER

Dr. Robert Stalone Buwule is the University Librarian of Mbarara University of Science and Technology in Uganda, previously he was a Senior Librarian at Kyambogo University where he headed the Library ICT section and the Faculty of Special Needs and Rehabilitation Library. He completed his doctoral studies at the University of Kwazulu-Natal, South Africa in 2019. Dr. Buwule is a published author of several peer-reviewed journal articles, book chapters and conference papers. He was one of the executive members of Uganda Library and Information Association from 2012 to 2016. He is on the Executive Committee of Association of Social Science Information Service and Technology (IASSIST) Africa Chapter and a member of the Editorial committee of the IASSIST Quarterly. His research interests are; management of information and information institutions, Data literacy, Easing Information Access, Disability Information Services, Research & Innovation information Services and Entrepreneurship.

  1. Co- Promoter of the RDM Kwanza Project in Uganda. The project is training 16 Research Data Management stewards in Uganda and Tanzania and is running from 2024 to 2027
  2. I was a visiting scholar from Sub Saharan Africa visiting GESIS institute of Social Sciences in Cologne, Germany working on Open Science Project. This project is funded by TWAS DFG and is running from May to November 2025
  3. I am a member of the Contracts Committee of MUST from 2024 to 2027
  4. I am on the Editorial board of IASSIST Quarterly
  5. I am the East African Representative of the International Association of Social Science Information Services and Technology (IASSIST) – Africa Chapter
  6. I was the Co-PI of an African UNINET Research project titled “Use of surveillance applications in the mitigation of the Covid-19 pandemic in Uganda from 2021 to 2023.
  7. I served as the Chair, Programs Committee on First IASSIST African Regional Workshop which took place in Makerere University from 11th to 13th January 2021
  8. Served as one of the editors of the SCECSAL 2018 conference proceedings
  9.  I was elected Executive Committee Member and later served as a Treasurer of the Uganda Library and Information Association (ULIA) 2012-2016.
  10. Participated in the evaluation of proposals for the Uganda National Council of Science and Technology project; Integration of Research and Development in the design and implementation of their research projects of Ugandan research institutions in April 2016
  11. I was appointed as a consultant for User Friendly Library project coordinated by the Ministry of Education and Sports in conjunction with the Belgian Technical Cooperation. Part of the work involved evaluation of proposals for conducting user friendly library training in National Teacher Training Colleges in July 2015
  12. I developed a resource center management system at world vision offices in Nakasero, Uganda which was able to smoothly receive process, store, retrieve and disseminate information to the clients.
  13. I facilitated the data processing and information management at the Electoral Commission, Kampala in liaison with data processors and statisticians at that station.
  14. Successfully implemented a fully functional system of records management in Hoima District Local Government which is running both on manual and electronic systems.
  15. Redesigned the policy and operational frameworks of Hoima District Resource Centre so as to effectively support the District’s executive decision-making body.
  16. I have participated and conducted several surveys with Ministry of Education and Sports and other institutions which involved coordinating and mobilizing communities and individual persons on access to information for development.
